Is there a free multiplayer rpg that is like oblivion? But online.

I really like oblivion and I know there's an online mod for it but that a. only lets 2 people play(I think) and b. looks terrible. Is there any online RPG like Oblivion? Lots of armor/weapons lots of enemies npcs. Long and fun quests, a huge world to explore, mount. And last but not least, an awesome character creation. Is there any online rpg like that?
