It did. I saw no sand with gravel. Ever.
It didn't generate the sugar cane, I found 9 sugar cane and made that. If that's what you're talking about.

I just tried 404 and spawned on sand.

If you see gravel in 404, mine it. It makes a stuffload of caves appear when the gravel caves in.
The gravel is on the sand for you lazy bastards. Also, gargamel is epic
