Well if he's DDOSing the right way banning him won't fix the slow internet
I think really all you can do is try to ban him ahead of schedule so he doesn't have the opportunity to actually meet you or anyone on your server.
I do wonder if allowing the US government more access to the internet, if we would see a drop in DDOSing
