Okay, this is a pretty broad idea with endless possibilities.

The idea is to create a ID network which is constantly complimented by the users running the client mod and all of the clients are kept in sync with the ID-s (optional) by a PHP script ran by a free hosting service like 000webhost. This would work similar to bitcoins, there would be validation tokens to ensure that the client mod is authentic and etc. Maybe it should be a private add-on only given out to popular and trustworthy servers so they would submit the players's ID, affiliated name and maybe a Unique identification number that's automatically assigned to each BL_ID. Again, very broad idea and takes a lot of brilliant minds to work together, but maybe the best of the Blockland modders can come together and make this happen.

This is very feasible on a small scale. If done right, it would definitely be feasible on a large scale, too, simple as just distributing the mod.

In fact, it wouldn't necessarily have to even be server-sided. It could be either. Truthfully, we really need a good RTB successor, but it's a lot of work, and it's hard to find someone in this business who's driven enough to finish and continue developing that sort of thing.

Why?
BL_IDs already are a unique ID number

This isn't a big thing. It's pretty small, one person could easily do it
I was going to do this a while back, but I got stuck on
validation tokens to ensure that the client mod is authentic
Otherwise, you have to keep it private (as you said) or people can just peek in the add-on, see what url the IDs are sent to, and send their own fake ones

If you can join "Adam487's Server" or direct connect to 50.137.243.90 so I have some data to work with for viewing them
If you could also join multiple times with different names, that would be cool

Does this have any authentication to stop people from manually sending false names?

No idea, TomTom made the server add-on and the majority of the client, I just slapped a GUI onto it.

Why can't, in theory, someone take the old RTB client and server stuff, edit, fix, and update it, and re-release it under a new name and on a new website? Or, why can we not use Steam? There must be a way to sinc the Steam workshop with the old RTB archives, and copy ones from the forums onto there? Maybe sinc the 2 up together so that new addons that are added to the forums are also added to Steam, or vice versa, like RTB? Or we could just revive, fix, edit, and update the old RTB client?

After some investigation, i have found that Daprog has been working super hard to replicate everything RTB does.  We should all join
