no Addons when I host a server

Its been a long long time since I installer add ons and Not sure what I am doing wrong. Lets start with a few pictures

That is pictures of my add on folders on on the C drive the other is on E where the game is installed. C is a SSD and Ei s a regular HD
I realize I have alot of old addons that might be the problem I am not sure where to start.

Okay, so when you host a server, is it dedicated or not?

Is the game mode custom or not?

Click Custom Gamemode and then in the addon menu you can click all to enable all addons.

Select Cust

Make all the addons you wanna use have a white circle by clicking it.
