lapis lazuli, stone and up can get it
you make wool light blue with it, and that's about it

The light blue ore is Lapis Lazuli Ore, and is best mined with a stone pick our higher. They drop 4-8 Blue/Lapis Lazuli Dye

Painterly is good if you make it well, but that one IS fugly.
