Hello, I sometimes when i go to servers like Sgt Garys city RP it lags alot Is there any way to fix this?

Lower graphic settings, and lower draw distance.

you didn't really give us any information besides that your lagging on the serve

Also, using a public DNS server can make yer internet a bit faster

Manufacturer: Hewlett-Packard Company
Model: a6303w
Rating: 3.2
Processor: Intel (R) Pentium (R) Dual CPU E2140 @ 1.60 GHz 1.60 GHz

I know how to lower graphic settings but how do i lower draw distance?

Go into options and click advanced tab. Un check automatic draw distance and set it to about 300-400

If he has a dual cpu running at 1.6 Ghz, he is bound to have a decent embedded card.
Blockland can run even on low-end systems.

Not always. It's a Pentium, so it's probably going to be a really slow Intel accelerator.

There is 2 processors in my computer both are 1.60 so that makes it up to 3.20 GHz

It might not even be your computer, unless you ask others if they lag too and they say they don't. Popular servers like that commonly lag.
