To be more sure, you should hook up the monitor to another computer to ensure that it isn't at fault. If it seems fine then the video card seems most likely.
Yeah, I only knew it was the video card because I had a spare one laying around. It was the one that came in the desktop but I replaced it like a week later.

UPDATE: Gave the computer to my aunt (another computer wizard, in a sense) after we cleaned the computer due to the dust inside it and she replaced the video card, which was the problem. Apparently it was LOADED with grease, which caused the problems, not the GPU or the fans... So, my computer is going to be moved away from the open doorway to the kitchen (which my computer is right next to) to another place.
damn you grease.
