As of now you had to at least been a member of Club Nintendo when the service was ending or a MyNintendo member when they were giving it away.

Luckily for you I still have an extra code from MyNintendo sitting there. I'll PM it over to you, but I can't guarantee it'll work if the code itself does happen to have an expiration or something I wasn't aware of.
