i actuly forged on Citadel recently and figured out its not posible to conect them, if you look out of a window on Citadel you can see its in a desert (or dessert), BUT that same desert is use in another map

I'm going to work on another Halo 3 map tomorrow

Citadel

i will oviosly get both done but i'm leting you pick witch is first
