Quick question, if I'm using headphones is it worth it to buy a 7.1 sound card or are 7.1 sound cards for surround speakers? And if so should I get a 5.1 sound card then?
You don't need a sound card at all. Unless if you're an extremely picky audiophipe, or have expensive af headphones that take advantage of 5.1 and 5.1 or more speakers, you won't need a sound card at all. The default audio port is perfect.

all motherboards have built in 5.1 and its kind of a waste to have 7.1 speaker setup on a computer unless its at a tv within an entire living room.

there are only 4 existing 7.1 headphones anyway and not worth the price if you are having a budget computer.

if you're using headphones there's zero reason to get a 7.1 sound card.

in fact don't waste your money on a sound card in the first place unless you do have a 7.1 surround sound setup.

unrelated to OP, does anyone have any suggestions for a good gaming PC for under $800? not building it myself, im just looking for something to blow my tax returns on

$757 for a build like that? That's not a 'decent' build for the price, thats a damn good deal.
