I don't see why clans can't have pages. They are still a part of the game, in the same way add-Ons are

Also, why are there like 2000 clan pages in the user namespace now...

Err, Extrude, I moved those pages there for now. The best place for it to be is in the founder's namespace for now, IMO (with possible redirects from the main namespace for more famous clans).

Just make a namespace for clans or something. They didn't even have any info on the profile they were on.

It's not bannable or anything. With the new system, the only bannable things would be like spamming or something.
