depends really. i don't really agree that a single game has a best soundtrack of all time.

however, WipEout HD/Fury had one of my favourite racing game soundtracks, but MK8 is up there for the best originally composed racing tunes.
or this. it was pretty rad

Nintendo always takes the cake with originally composed themes

Capcom made some pretty brutal MH3U music

ODST had some of the most depressing music i've ever heard in an FPS game. i've never felt so damn alone and upset while wandering New Mombasa.

on the other hand, i've never had such a good time being all by myself. killing everything i don't like with my little dart gun and anti-materiel rifle.

this game had one of my goddamn favourite soundtracks

but as a music oriented game, this one takes the cake.

Hotline Miami was pretty great, I also enjoyed skyrim's and pretty much every grand theft auto had a bitching sound track.
