That's like telling a baby that he'll never be able to talk properly just because he cannot do so when he's young.
If he had some skill he would be able to search for animation tutorials on his own. He was also asking for animation program. Another thing you could acquire with a minute of Googling. And judging by his post "What do i press?" with non-capilized "i", scaled, and bolded text my newb senses were tingling and I brought down the hammer of prejudice on him and assumed he was a noob. So far nothing he has posted make me think otherwise.
