We review applications in huge batches every few months. Each time one is done, it's posted on the Boss Battles forums and announced in the server news. You can look at the review list on the OP to see how infrequent they are.

If they have permabanned you, then you will most likely stay perma'd. I doubt they will change that. Perhaps you can ask an admin why you got banned and they will most likely try to help you
