Off Topic / Unable to change my profile picture.

Whipped up a transparency for an image and then resized it to 75x66. File was too big so I compressed it to ~4kb.

 After uploading the image, my profile picture didnt change, didn't even get an error message. So I thought maybe it's because it's not square. I resized it yet again to 75x75.

Stretching is gross.
Still getting the same error where I upload the image and nothing changes, am I doing something wrong?

Any and all help would be greatly appreciated. Most games aren't running nearly as well as I'd like them to. I'd like to spend no more than $500, but if I go over a bit it's not a huge deal.

Current specs:

GPU: GeForce GT 720
CPU: AMD FX(tm)-4300 Quad-Core Processor 3.80 GHz
Memory: 8.00GB RAM (8GB Useable)
OS: Windows 10

Bought this as a pre-built computer from CyberPowerPC and I'm really not sure what to do with it.

I won't have access to a computer for a while or I'd do this myself, but if someone could do a quick edit on this picture I'm using for my phone's lock screen wallpaper I'd truly appreciate it.

This is what I'd like edited. I just hate the green background and would prefer a blue or a blue-teal gradient, something to match this, which is my home screen. I'm not sure what would look better though.

If I end up using someone's edit I'll buy them a game on steam (under $5) as a thank you.

SERVER IS CURRENTLY ONLINE
About the server
This server is just like any other fortwars server, but on water. There are four teams, Red, Blue, Purple, and my little alliance. All teams are optional to join, but you can work by yourself if you want.
Server Rules
The rules are relatively loose, but they do exist.
1. Use Common Sense- This is obvious. I don't hesitate to ban people for blatant stupidity.
2. Do Not Spam- I manually clear anything that's ridiculously spammy or poorly built. This is to keep the brickcount down and to reduce lag.
3. Do not use the toxic shells with the howitzer- Nobody likes it and I can't remove it.
4. Datablock Changes- You are not allowed to change your datablock from the no-jet one. You may use jets to build if you let an admin or myself know.
5. Buildkilling- This is a new one I'm adding due to the amount of complaints I get. Accidental builder kills happen, so you won't get banned on the spot for doing it. Builders should put a light on so that they can let others know they aren't a threat.

The rules are subject to change without warning.

FAQs
Q. Can I make a team of my own?
A. Yes, however I will not add it to the list of teams, you will have to keep track of it on your own.

Q. My build was destroyed! What happened to it?
A. If your build was destroyed, it was due to the fact that I decided it wasn't worth keeping, spammy, or just flat out bad. "Box" bases will be removed 9/10 times.

Q. Can you make this dedicated?
A. I don't like the idea of being away from my server without someone I trust to watch it. It's high-maintenance and will easily turn into hell without proper administration.
I'm open to any and all suggestions and criticism. "lole ur server sucks" isn't criticism. If you don't like something, tell me why and I'll likely change it.

This is essentially the eBay for used console games. You earn "coins" by either buying them through the site, or selling games. 1 coin=$1.

This is a great alternative to places such as GameStop because it's easy to resell games you've bought for the same price.

Registration is free, and I was approved within 10 minutes without paying the optional $5 for 5 coins and instant approval.
