Excuuuuuse me, princess, for not knowing that Blender can't import files on its own.
It's not exactly the sort of thing you would expect someone who doesn't use a program like that to know, now is it?

TO OPEN THIS FILE
A- Have Blender
B- have a rudimentary understanding of how to use Blender.
C- Stop trying to open it with notepad.
D- Import .obj into Blender.
E- Figure out why you were sent this file, what you will do with it and lock this topic.
Simple to-do list I made for you.
