Best thing I can say is to make your decal in Paint.net. Then you can adjust the canvas size to be 512x512, then resize the picture to 64x64 when you finish.
If you were referring to the decal icons being 64x64, I think that they need to be 60x60.

These look terrible. None of them are transparent, and no one is going to want to use them. Maybe they would be cool if you added transparency and effects instead of just stuffty paint.net/photoshop filters. These fail.
