They've got Chief Architect as well, which would be great since I can make a 3D render and 2d views easily, but I don't think you could really make a radio telescope in it. I'd have to do it all through measurements using Google Earth.
If you are really interested, we could start organizing it in the USSR and MotE threads.

The man who designed the telescope was William E. Gordon. If you know anyone at Rice University, you might be able to get a copy of his papers regarding the construction of the telescope sent to you.
