Help / Why won't my server.cs files work?

When i try to open my server.cs icon it says "Do you want to open or save this file?"
Then I click open. It opens up Internet Explorer then goes back to the "do you want t open or save this file?" But it keeps going on and on and on, repeating the thing all over again. So what should i do??!!!

there is a TDM mod out there with CTF and TDM infact i have it!
but im ont sure in gonne lend any one a copy of the TDM MOD




will you plz give me a copy i really want it b/c i cant figure out anything cool to do at blockland
