Police weaponsIn most cityRPGs police either spawn with weapons... or they don't. This can be very bad for police. If they get guns they usually are able to harm civilians and get jailed, or if police dont have weapons criminals sure will. We dont want police to not be able to harm civilians, but we also dont want them to be unprepared in the time of a criminal killing spree.
The solutionPolice should still have their baton and/or cuff that they receive whenever they spawn, but whenever a killer is on the loose the police armory will get upgrade, and these weapons will be located at the police base(s).
WeaponsThe baton and/or cuffsSimple spawn weapons that cant harm civilians and will only be useful for jailing petty thieves and pickpockets
The taserWhen a criminal starts to get out of hand tasers will be available at the armory. When you shoot a criminal with it they either stop moving or tumble
Long ranged taser Sh** just got serious and this criminal is getting out of hand... time to bust out this:

Police would be able to set a ambush as they usually do and stun the criminal and jail him easily. Or the police could break into his home in force and stun him while he is hiding. Either way the job gets don't and the criminal is in jail.
Lethal weaponsCriminals are blowing up police property, killing civilians hundreds of times over or they just killed the president. Police vehicals and armor get upgraded, the criminal get a huge waypoint, AND they finally get lethal weapons. At this point a criminal would have nothing to loose (maybe add a system so that when the crim is killed he is reset). Also a surrender mechanic should be implemented so the criminal doesn't have to die.
The crim is in jail! 
Please, no turning in ore for money after the criminal is released. Make it so he can shorten his term or reduce the price for his bail. Ive seen criminals make up to 2k in jail from not even being online, and by that time they usually have enough cash to buy another gun and kill some more
