Link not working, 404, and sometimes loads in the first page of it, and then displays "Reconnecting" on my browser then I get 404 again

I was jut wondering how to script out something say along these lines:
"on this chat message" (non-case-sensitive, and non-punctuation sensitive) "do this console command"
Anyone? I know the non-case-sensitive, and the non-punctuation sensitive might make everything complicated but still?

Help / Full Screen! Help I'm Froze!

So long story short, I put blockland into full screen mode and it doesn't show anything at all, but I can hear in the background the noises when you put your mouse over the the words at the main menu. My main question is, is it possible to change the default preference of using full screen or not but changong file or something. I don'y care about fixing the full screen problem just changing back to non-full-screen while not being in-game.
