Help / When I open up my server, no one can join.

No I'm not new to opening up a server, its just problems that I'm having. So when I open up a server no one can join it. But this goes on and off from time to time, meaning some days people CAN join, then other days they CAN'T join. I have also tried the Firewall options and all that. I just need some help.
