Hit him/them with a baton steal his wallet and leave him/them in a ditch. If he suffers amnesia and robs you again. He'll/they'll eventually realize not to rob you.

Or, you know, call the police.

Drugs are illegal, but people still get them. What leads you to believe people wont get guns if they're banned? Here's something that may help:

Without guns:
A robber walks into store with a gun he/she smuggled in. He holds up the store and possibly kills people.

With guns:
A robber walks into a store legally carrying a gun. When he draws his gun the cashier as well as multiple people in the store draw guns of their own. Instead of getting robbed the store defends itself and calls the police. No problem.

I understand there are different ways this could play out but this is most likely.
