The most common mistake that people make is putting add-ons in the wrong place.  As of v19, the add-ons folder is now located in user/documents/blockland/add-ons and not in c:/blockland/add-ons as it previously was

Check to see if that's the issue

i have a same problem too.. but i put buildbot v3.1 in right place.. Is there any ohter solutions?
Ah.. and i'm using Window7 64bit, and I add some pictures it might be help...
