Current System(Can and will most likely be changed to fit with current events and the like)FULL MEMBER STATES including those that are considered FOUNDERS of the IOS shall pay a small portion of their monthly INCOME to cover the costs of keeping the IOS running, and to contribute to the ADVANCEMENT of technology. They will RECIEVE full benefits of being a member, including rights to VOTE on LEGISLATION and REFERENDUMS within the IOS, and FULL access to all technology shared. Member states are NOT REQUIRED to share technology and knowlege, however they are highly ENCOURAGED to do so. JOINING as a FULL MEMBER STATE requires that a VOTE be held amongst all CURRENT member states. Those who FAIL to pass the vote may RE-APPLY after one year.
OBSERVER STATES are considered PARTIAL members of the IOS, can join FREELY and as such do NOT REQUIRE voting among members to join. They will NOT PAY any portion of their income, but do NOT RECEVE full benefits of membership, including the privilege to VOTE, and will only recieve LIMITED access to technology shared. In order to RETAIN observer state status, they must ACTIVELY CONTRIBUTE to the sciences. FAILURE to contribute will result in PERMANENT TERMINATION of observer state status and all benefits thereof. TERMINATED observer states may NOT REJOIN as an observer state, however they are ALLOWED TO JOIN as full member states assuming that they pass the required VOTE.
(SWAT please add this to the Politically Active Organizations list? It is mostly non partisan however in the future, should a certain weapon of mass destruction on an apocalyptic scale be invented, a Non-Proliferation treaty would be very likely here. Not to mention that legislation may be passed here related to Science and Research)
