Arma II's USD pricing is 11.99, and Dota 2's USD pricing is 22.49 (because of the holiday sale)

Because lots of people know about how Dota 2 was given out a lot, so the value of Dota 2 is lower than one would expect. I'm not sure if it's lower than Arma II, but it's still quite low in value.
