Sure it is
package armor::ontrigger
if slot is right click, define a player variable to 1 on press, 0 on release
modify weapon behavior to not fire if the firing player object doesn't have that variable set to 1

I agree that this is possible, but not all of it.

well its like the shoulder sided player

The base camera is at the shoulder, you can't really change it anywhere else without having everyone else using the datablock.

You still can't force third person mode if people know how to mess with the client side.

You can't change cameras properly, and you can't force it since the client side can change the datablocks.

It's mostly an attraction for newer players. Me and most of the other admins probably don't find great amusement in playing the game constantly anymore, but we maintain it for people who do enjoy it.

Yea, most of time I am just out of the minigame chilling.
