Modification Help / Help setting up a City RP fot the first time.

Ok, so first off I have never set up a city RP and I am having a few problems. Any help would be greatly appreciated.
Before I receive this as a tip I know that the City RP needs to be ran off a dedicated server and I must have the City RP mod installed into the add-ons folder . I also have the "people mods/City_RP" box checked in the add-ons area....I am way past that.
I start off by starting the dedicated server. Next, I start the Blockhead program. Once started I click "join a game" to get into the game I started.
At this point it gets strange.
It shows that my server is in fact dedicated. My server is also dead, cant even join it. So I click on the "query LAN" button, then i see my game up and running. I join in and I'm running the City RP mod just fine.
So my question to you O wise builders is what the heck am I doing wrong?
I just want to run a City RP on the net that everyone can join in on.
