Help / How do I make a dedicated server on v18?

 I am asking this for my friend.  He has been banned for awahile now and he needs help this one time so I am asking for him. I work on a server with him however with v18 he has no idea how to create a dedicated server because cache.db is locked. How would he go about creating a dedicated? Could he just move the two dedicated.bats to another folder? He thinks that if he does that then it won't save his last configuration from his last regular hosted server. We need help we want our server up on the 31 and it has to be dedicated!

HEY ALL!!!! this is my first post and i'm makeing a clan called the silent assassin's clan! fill in the poll plz. and i hope to see you on blockland.

the silent assassins clan is a clan that playes in the game server called combat wars made by me and silentnight.the goal of this clan is much of what the name describes just kill any one who stands as a threat to us... (HIM THE MOST!)
