Help / Can You Be PERMA-Banned From irc?

I rarely use irc, but someone which will remain nameless, thinks he has been banned for a looong time, perma-banned it feels like. It doesn't matter what he did, all I'm asking, is it even POSSIBLE to be 100% permanently banned from the rtb/helpdesk channel, or, is it just a looong ban?

Bots Acclaim is a cool game where you pick between a robot with wheels/tread, hovering bottom or legs, then battle enemys with others online! You can level up, make friends and equip new armours like helmets, shoulders, guns, sheilds and alot more!
