Off Topic / Ebay Asshat - Can he do this?

So basically a couple nights ago I won an item that is usually worth $250-280, for about $90. To my knowledge this seller was experienced and was okay with having the item being bought for such a low price, the shipping was $13 which I thought was a tad low due to the fact it's around 8-10 pounds in weight. Bascially I waited two days after I won. I got a message from the buyer saying he could not ship it right away, due to some issues with money or some bullstuff. I told him, I needed it ASAP and I left it at that. The third day after winning the auction he messaged me on Ebay, asking if "I had received a refund." Now here's the problem: He confirmed he had received the $90 USD, and was going to ship it, MY paypal said the seller had not claimed the money and it was basically stuck between me and him.

Here's a summary for anyone too lazy to read it.

I won auction on Ebay.
Seller says he will ship it, and has received the money
Paypal says he hasn't claimed money
Seller later says shipping is expensive and it wont be here until next week
Seller asks me if I received a refund.
I say "Why, if you can't afford shipping I'll pay it." Even though I already paid the shipping and handling fee.

Now my question... He's over the handling fee date, (2 days) can he not ship me the item? is he allowed to just flake on me?

This thread may sound idiotic, and may be very unnecessary, but I think some of us need to vent on how this game has changed, their in game friends quitting (which they will never see ever again), and remembering the good days and the feeling of nostalgia. I'll start.

  It's mid night, all my friends have bailed on me in the Skype call (totally scraping the all nighter plans) and I feel the crap feeling of boredom. As I throw my head in my hands trying to think of what to do on the vast world of my computer, I decide to check on the community I used to be obsessed with, which now sits in the bottom of my mind. I go through the threads only to see Death match after Death match threads and I stumble upon a kid pondering what to do with his socially awkward life. As my eyes strain and focus on my computer screen, I think of all the best times I've had on this game, all the friends I had, all the opportunities I had and how great it was. I minimize my browser and decide that my old friend would probably on steam. I see the gray disappointing "Offline" mode. I decided I would probably have better luck getting on the actual game to see if anyone I know hasn't quit or mysteriously vanished yet. Only one douche-baggy kid I sort-of-know is online, once my friend now a complete prick. I keep going through my friends lists, only to find most of my best friends have been offline for more than a year. As the chat room of IRC is beaten relentlessly with nonsense and I browse through the names looking for one good friend. Not surprisingly no one I know. I'm alone in this vast hell of nothingness, I feel lost and confused.  I realize I'm probably not the only one with this feeling of emptiness.

Hello Blockland community. I've had some experience in the past editing, making and publishing videos for friends and sometimes for myself. I created a channel titled "Uranium Creeper" and never really used it. After I was out of the hospital I decided to start making videos again. Since I'm an avid gamer with my friend Ian, I decided we should make some videos. After about a month of recording, tweaking, making channel art and having the time of our lives we decided we wanted to be serious about this. If you don't really give a stuff about Youtube channels, or supporting one you can just push that "back" button located on your browser. Our channel only has a couple videos (Due to me being out of town for about a month) but we have a wide range of content. We didn't want to try to be a giant Minecraft crap channel filled with endless bullstuff. We decided we wanted to have a wide range, from Guild Wars 2 to Dayz. One day we would like to be somewhat known in some kind of gaming spectrum. If you would check out my channel that'd be great. We also have a Facebook page if you want to check that out. I'm sorry for some of my idiotic commentary in some of the videos, I have an expander on the roof of my mouth so I may have a slight lisp, it's soon to be removed in a week or two. Thanks. I will be making Blockland videos, and honest game play to try to contribute to the Steam Green-Light thing (is that still going on?).

Title is self explanatory, but if you need the text...
These new designs severely decrease the productivity of YouTubers. This completely removes most forms of customization which is what YouTube is all about, how are video creators supposed to express themselves if the channel design is a white page, with a few small pictures?

The current design is perfect as it gives the creator a feel that their own channel is unique, as-well as provides smaller channels a chance to grow.

Please YouTube, hear our cries and strongly reconsider this decision.

First off, my neighbor, she hooked me up with her, secondly I'm sure she told her I like her, because she can't keep a secret, and lastly she likes me. Okay so everything is set. But the question is how am I going to ask her out? Phone, or do I just go up to her and ask her?

Okay so I was on the forums yesterday on my computer. Everything is normal. I was installing something and it was about to finish, then my computer freezes, then shuts down. Im like okay? so I turn it back on and it didn't respawn.
I turned it back on and I see the apple Logo with the white screen in the back ground. then the apple turns into a x then it turns into a folder with a question mark on it. It looks like my computer is having a seizure. So I shut it down, and turn it back on, same thing. stuff. So I call my bro over, and he's like dude you forgeted it up. I'm like what? We came to the conclusion when I was installing something and the power died it screwed it up. So now I have to take it to the apple store, I hope they don't charge me. So now I'm on a Mac powerbook G4, this is my brothers old one. It's fine, it's sucks at running games though, but it's extremely fast on the internet. I have no steam no nothing. What do I do?
