Games / PS3/PSP Masterkeys and homebrew

So, the PS3 and PSP root keys have been found by those hackers of fail0verflow.

This means that anything compatible with the PS3 and signed with these root keys will run on the PS3. This means that Sony was apparently putting all their eggs in one basket with this and it could mean that Sony is royally forgeted over because if they patch this everything made before the change would stop working and they'd have to patch everything(according to what I've read.) There is currently a custom firmware that enables the "Install Package Files" item on the PS3 menu but removes the Trophy Collection and Saved Data Utility options. So, this means possible future homebrew on the PS3, but also pirates and cheating utilities D:

Also, if you've updated to PSP firmware 6.31 or 6.35 and want homebrew, now's your chance.

I have a few questions about computers.

First of all, I'm either going to buy a decent laptop so I can take it to friend's houses and play Source games and medium requirement games or just upgrade my desktop computer I have right now. My current computer has pretty bad specs for playing games. The computer had all the stock parts in it until I put in an ATI Radeon x1650 graphics card in instead of what it had already- a GeForce4 MX 440. The x1650 played GMod, TF2, and Civ IV pretty well but it recently died and we had to put in the MX 440 and now I can't play any of my games(even when starting them with -dxlevel 80.)

Here's the question: should I buy a laptop within a $300 - $500 range from Newegg(example: a) or upgrade the computer I have now? If I upgraded I could buy more RAM(I have 512 mb currently.) and buy the ATI Radeon x1650 Pro, but if I bought a laptop I wouldn't have to worry about the power supply requirements and stuff.

Which would be a cheaper/better solution?

Right now my computer is awful for gaming and multitasking, and I was wondering if this would fit the bill for me. I play games on Steam(TF2, Garry's Mod, soon to be L4D2), and some lower end games(Toribash, Blockland, games like these). I don't try to play three instances of Crysis at once. I also like to browse the internet and play music and I'm sure this will work for that.

And I don't have any games for the PS3 yet.

OK, my computer has been fine until now. When I start my computer, the normal booting screen doesn't show. My monitor just continually flashes "SELF TEST-CHECK YOUR PC AND SIGNAL CABLE-MONITOR IS WORKING". My graphics card is an ATI Radeon X1650 which replaced an nVidia GeForce 4 MX 440. I have inspected the computer but I'm not sure of the problem. Help?

Today on my bus ride home, there was a fight between a 10th grader and an 8th grader(a guy disliked by most in his grade.) I'll refer to the 8th grader as A and the 10th grader as B. C is person A's 6th grade brother and D is the obnoxious girl in the background giggling. Here's wat happen.
Also, person B said if person A messed with him he'd forget him up.

It also can play quake 3 and has two circular nubs, and a qwerty keyboard.

90% of people I know irl have one and I have great wifi so I could play multiplayer with people a lot.
