what addon is it that allows you to make people read the server rules when they first spawn?

Help / My addons won't work

ok im downloading my addons, I save the Zip. file to my addons folder in the programs - c drive -blockland addons, aaaand when i start my own game, none of my addons occur, neither do the maps that I downloaded to the addons file, what am I doing wrong?
