I already gave it a static IP. It was directed to do so in Baddpots Guide and I gave it the IP of 192.168.0.149

Did you actually check the port in the file? Did you check to make sure that you allowed the UDP port through your firewall and that you forwarded the UDP port?
It should be a UDP port. Make sure you did that instead of TCP. Also, make sure that your server is actually set to the correct port. Look for $Pref::Server::Port in config/server/prefs.cs.I'm pretty sure I have everything set up correctly. Do you have skype to let me share screen to make sure?

OP, you also need to make sure that the ports are allowed through the firewall on your computer.
Port forwarding, according to the website, hasn't been necessary since v14.Haven't changed ISPs. Not many choose from in Southwest Wisconsin unless you want to pay stuff loads of cash a month.
Have you switched ISPs from v18 to now?
I can stream.forget i have no clue how all these video streaming sites work. all i've ever done is audio stream. if you want to stream that'd be great. we could probably hook up a skype/steam call to get audio streaming along with it?
