As for how the weeping angels function, may I suggest that they can teleport around similar to with a jumpgun and kill people when they touch them. (or teleport them to a named brick that would, presumably, be in a build that is of the past.) They would also of course not be able to move when looked at. That would work for player controlled angels, and for ones that aren't I imagine it would be similar to Renderman except that you die from not looking at it.
