If you bully someone in a way that breaks the law (harassment, assault, ect.) then you will be prosecuted anyway, yes? I feel like a new set of laws concerning bullying is redundant considering that federal law has most bases covered in that regard

One time I went on a Paleolithic diet. I lost so much weight that my doctor made me quit. Eat lots of vegatables and meat, and no processed sugar, dairy, or wheat. This, combined with lots of cardio, will make you skinny. (I did it for stomach pain related issues, not weight loss. But that's what most people do it for.)
