Mint is good as an all around general use distro with it's pre-installed packages.
Also, I'm wondering, is Linux beneficial for very slow / low end PCs?

yes, but 2 things:
1. she believes that internet regulation will stop terrorism. no, it won't. it may hinder terrorists, but it won't stop them. theresa's argument there is dumb.
2. this is going to screw over the public: no encryption will lead to easy cyberattacks which will destroy people and businesses, blocking code repos will make code collaborations very difficult and will screw over businesses that use them, etc etc

so theresa may, despite not winning the majority in the election, is now going to try and regulate the internet and force internet service providers to have spies listen in on private conversations.
this is a complete privacy nightmare and is just bullcrap in general. she thinks that this will stop terrorism, but no, it won't. "oh, terrorists are TOTALLY solely relying on the internet and terrorism will completely stop if we regulate it, let's forget over the public by defeating encryption and privacy altogether!!!1!". without any sort of encryption, stuff will go down, and it will all be this stuffty person's fault.
oh, and guess what, she wants to block code repositories like github and sourceforge (source: http://boingboing.net/2017/06/04/theresa-may-king-canute.html), see how that will forget over many, many people right away.
