Portugal proposes that France, Spain and Portugal form the United Nations Security Council, a group of leaders that would establish and maintain United Nations Security Forces (Military units donated from all members of the UN to assist in United Nations security operations), establish international sanctions, authorize military action, control warfare supplies amongst UN countries, and authorize binding resolutions to member states.
