Once again, if two people are that dedicated, they are most likely in an intimate relationship already. And if this is the case then it should not be difficult for them to wait for a point where both are able to act properly should something happen.If you're going to go through all that trouble, then you might as well wait until you are with someone you are certain you can truly cherish it with and that, should something happen, you would each support each other. And that maturity, typically, is not within most teenagers; They are just looking for a good time.

Generally kids who have underaged love simply don't do it in order to reach a new stage of intimacy, but rather for the basic pleasure of it. And they aren't willing to take so many precautions for several moments of pleasure or for a person they don't plan to be with for more than a year.
