Do you realize how much time they spend balancing and looking at how one weapon affects gameplay?
I don't now personally, but after listening to the dev commentaries and seeing how much time they put into everything else, I can only assume.
On top of that, the Heavy and Medic updates were the only one "really" balanced.

There is nothing good about TF2 on the 360. Even 360 fans have to agree with this for risk of looking stupid. The only possible thing that they could like over the PC version is using the controller instead of a mouse/keyboard if they're into that. The PC just has so much more content.
Hats, new weapons, more maps, better controls. There's just so much more stuff.
