The link you put up was some reporters stating that their sources claimed it to be in development.

"I have long maintained that we will do more with Borderlands. Shoddy journalism is not an announcement."
I wouldn't blame him. He wanted to keep it secret til it was a bit more ready so that it wouldn't lose hype.
Chances are its not coming out til early 2013.
