Don't you increase seed quality by just taking a chance that they will raise when you plant them, capped by your farming skill, of course.

I have full nature, meaning I get three seeds per harvested crop. What I do is plant all the seeds that are Q>28, then next time I harvest I'll do Q>29, and then 30 and so on.
