Every consumer PC I own has broken temperature sensors. Two Dell laptops, two Dell towers, two HP towers, and a Gateway tower. All of them have temperature sensors, but give bogus data consistently. Of course I'm going to assume you have a standard consumer PC.

There is an add-on exploit that could potentially be used to cause slowdown on low-end computers.
With an addItem loop constantly giving me balls and constantly throwing them, my Intel Celeron D 320 and NVIDIA GeForce 6200 slightly lag when doing this. I'd consider this rig to be ultra-low-end, so clearly today's low-end computers won't lag. This also appears to be my 10 thousandth post, how rousing.

I think DD-WRT has a feature like this but it only monitors lan packets coming from and to the computer apart from internet packets.
Use some trickery to make one computer the default gateway. Then rout all traffic from that computer to the real gateway. Only install Wireshark on the fake gateway.
You need to NICs to do this
