I deleted the file, then rebooted.After that, the desktop came up, and everything was fine, but then It came up again.

What do now?
Go back into Safe Mode, uninstall her previous anti-virus, and install avast! free antivirus

Seriously, what the forget. All of these random morons know all this stuff about RATs and all these different versions of them, and they're all so loving blatantly easy to stop, I don't even remember a time where I had a virus. If the person who made the RAT stub used their IP in any form (hostname or not, a proxy could easily fix this,) they could easily get tracked down by "netstat -d". Any decent tool would remove user access to netstat to prevent their IP from being compromised and them being caught. How on earth can a "ub3r 1337 h4k3r" be so goddamn stupid when a Power User like me could see through their handicapped programming and easily find out where they are in the world?

Anyways, to fix it, boot into Safe Mode with Networking, then download, install MalwareBytes, and run a scan with it.
If the desktop doesn't appear:
Safe Mode with Command Prompt
regedit
HKeyLocalMachine > Software > Microsoft > Windows NT > CurrentVersion > Winlogon
Edit the value of "Shell" to "explorer.exe"
Reboot

all a program has to do is a single command:
rm -rf /

Of course, I was saying the simplified version. It could really be any sort of download, and by what I've read it registered as a picture file, so my guess is it was a virus binded to a picture and the .exe spoofed to a .jpg or other format.
Even so, the executable couldn't run itself unless his moron sister allowed the Java applet. Having a whitelist for the Java plugin sure does help prevent this bullstuff.

Unfortunately, Some ransomware completely disable the ability to access the desktop through safe mode.

I'm going to stop you right here because firstly, you need to verify whether or not you want to run Java applets, and secondly, an image can only have other files archived inside it. There's no way the archived virus could run unless you unpack it.
