A 23 second boot time is not bad. My brother's computer takes a minute and 24 seconds to boot, mine with Windows 7 took 37 seconds. If you want a fast boot, get an SSD. Otherwise, stop complaining.
As for the stuff performance, a Mobility HD 5650 isn't really great, it would get the job done back in 2010 for most mid-end games, but it just cuts par nowadays.

One of my temperature sensors on my motherboard reads -128ºC. Your SMART temperature probe must be broken or something, as a hard drive under average conditions shouldn't go higher than ~45ºC unless you were doing extensive SMART testing.

CPU works grand tho, so I want to keep using it.

To be blunt with you, some i3 processors perform better than your current processor. That's not saying much to your end. Upgrading the entire CPU+Mobo would give you extra performance and a less of a chance to bottleneck anything else you may want to add in the future.
