This YouTube channel has most of what you need.  I'd highly recommend watching their videos if you want to get a grasp on Melee.

Dash dancing ≠ That
Main benefit of dash dancing is being able to change your movement over a relatively long period after the starting animation while maintaining speed to dupe your opponent.  That image's short movement is the strategic equivalent of standing still.

they ended mainstream support only

Mainstream support ended a long time ago, in 2009.  Security updates and extended support for XP ended in early 2014.  Abandoned is proper.

If you're having issues installing it, head into C:\AMD\(insert version here)\Config, open InstallManager.cfg in Notepad and change WorkaroundInstall to true instead of false.  Try installing again from the setup application, located one folder up.

there's spaces that say "signature" and some that say "PRINT ONLY". so i guess that implies you need to write your signature in cursive.
