a lot of special needs kids overreact to something like someone not being extra nice to them or not getting what they want
and then they go home and complain to their parents who then go to the school and cry that their child's needs are not being met and then that forces the school to accommodate and then they have to act like this and yeah
so it sorta makes sense
it makes no sense to do it though. standard schools aren't horribly well equipped for kids with severe disabilities, and in my school there are 3 or so kids who are nonvocal and autistic who run screaming down the hall and disrupt classes in progress by running in through open doors. I'm not saying they don't deserve special accommodations, but these three kids aren't nearly in as controlled or therapeutic of an environment that they need. If they're upset enough to run and scream like that, I feel so bad for them
