Very old and bad integrated chip. I tried running TF2 at 640x400 on lowest possible settings and got about 5fps with a slightly better Athlon II X2 CPU.
I'm not even sure if he can play blockland on that thing at a reasonable frame-rate.

I think the issue was the default max connections limit. I've increased it to 100 for now.
