There's not really anything wrong with that build (except for the ram)

but if both of the guys have expressly stated that they want to overclock then I think they should go with glass' second posted build configuration with the motherboard from your build, and then replace the 660 with the r9 270 because it still has better performance for the same price.the benefit of a 770 will greatly outweigh overclocking. the max performance increase from overclocking will be in the single digit range, while from a 770 it would be in the higher double digit range.
So I have 2 friends with a strict $800 budget and this is what I came up with.

And the reason I decided to get the GTX 650 Ti Boost is because in the future one already said he wants to SLI with the GTX 650 Ti Boost.
Opinions on the build?
They both want to overclock and want Intel/NVIDIA based systems. They said they can go $30 extra so I upgradedthe HDD and the GPU.how about this

It's 3%!! bigger numbers are better, right?yes, its going to be in the single-digit range of percents in games which are way more gpu dependant. in games which are more cpu-dependant, skyrim for example, I saw increases of around 10 to 20 fps. anyways, its the newest line of cpu's, he will be able to upgrade to the new 14nm line of cpus in a few years. and there is absolutely no reason to get last-gen, unless he is on a very strict budget.
WD Blues are just fine for anything short of server backups and VERY delicate data. An SSD has much more practical uses, especially with consumers; MUCH faster data transfer speed, they have a smaller size, they're quieter than hard drives, and programs stored on them will be much faster, just to name a few.
